The Kyrgyz Investment Promotion and Protection Agency has examined successful regional development models implemented worldwide for application in Kyrgyzstan's development. The OSTİM model, closely followed by many countries in Central Asia, the Middle East, and Africa, is also on the agenda of Kyrgyz authorities.
Agency President Shumkarbek Adilbek and the accompanying experts, who came to Ankara for a series of meetings, received information at OSTİM to learn about the OSTİM model and to investigate its potential for implementation in their own countries.
Providing information about OSTİM to the delegation, OSTİM Organized Industrial Zone Regional Manager Adem Arıcı said, “We have worked on the OSTİM model with many countries. Because our model is ideal for countries with developing industries.”
“Let’s establish a pilot Organized Industrial Zone”
Following the discussions, a Memorandum of Understanding on Cooperation was signed between the two institutions at the request of the Kyrgyz Investment Promotion and Protection Agency.
Speaking at the signing ceremony, Shumkarbek Adilbek stated that they came to the region knowing the experience and progress that OSTİM possesses. Expressing his expectations from the cooperation with OSTİM, Adilbek said, "We want to develop our country and strengthen relations between our two countries by benefiting from the OSTİM model and experience."
The visiting executive explained that they aim to contribute to the country's development by fostering Kyrgyz SMEs using the OSTİM model, and invited OSTİM businesspeople to invest in his country so they can easily access opportunities in Central Asian and Eurasian markets.
Shumkarbek Adilbek, emphasizing their desire to establish a pilot Organized Industrial Zone (OIZ) in Kyrgyzstan with one of Turkey's most experienced industrial zones, boasting over 50 years of industrial experience, stated: “We are ready. We also have organizations ready to provide financial support. Let's establish a pilot OIZ, even a small one, so that it can spread nationwide as a success story. We will propose a roadmap, and the OSTIM management will review it and contribute their own input. Afterwards, we will approve this roadmap and implement it.”

OSTİM Chairman Orhan Aydın also stated that they are ready to provide all kinds of information, documents, experience sharing and consultancy for the Organized Industrial Zone planned to be established in Kyrgyzstan.
"As OSTİM Organized Industrial Zone, we wholeheartedly desire the realization of this project. We hereby declare our intention for this," said Aydın, adding the following about the protocol: "I hope this protocol will be beneficial for all of us, for our countries, for our region, and for our Agency. We hope it will contribute to strengthening our friendship and brotherhood. We sign it with the blessing of God."
Scope of the protocol
With the signed memorandum of cooperation, OSTİM will contribute to the Kyrgyzstan Investment Promotion and Protection Agency in the following areas: Providing consultancy support for the development of necessary legislation regarding Organized Industrial Zones (OIZs) in the Kyrgyz Republic, primarily concerning their formation and management; assisting in conducting needs analyses for the OIZ to be established and identifying sectoral headings according to the dynamics of the region; providing support in the planning and construction of all superstructure and infrastructure within the OIZ; and contributing to the structuring of OIZ management models and operating procedures.
