OSTIM's Signature on Industrialization and High Technology in Uzbekistan

Following its successful projects in Uzbekistan, OSTİM has signed new contracts. OSTİM signed a contract with the Karakalpakstan Autonomous Republic to conduct a feasibility study for the planning, establishment, and industrialization processes of an Organized Industrial Zone in Nukus. Another contract was signed with the Uzbekistan Technical Metals Corporation (TMK) for the planning of Organized Industrial Zones focused on enriching rare earth elements for use in high-technology applications and transforming them into value-added products.

Turkey's experience with Organized Industrial Zones serves as a guide for countries aiming for development through industry and technology. Turkey's experience is leading the way for Uzbekistan's industrialization through the OSTİM model.

OSTİM's successful implementation of the Ohangaron Tech Industrial consultancy agreement and the planning, establishment, and management processes of the Uzbek-Turkish Organized Industrial Zone in Uzbekistan attracted the attention of all ministries and relevant public institutions in the country. The satisfaction generated by this work led to new requests, and the Uzbek government's approach to establishing and operating industrial zones changed. The OSTİM ecosystem model became a model application in the establishment of organized industrial zones in Uzbekistan.

On November 28, 2024, OSTİM, in cooperation with the Ministry of Investment, Industry and Trade of Uzbekistan, organized the Türkiye OSTİM Business Forum in Tashkent, the capital of Uzbekistan, thus strengthening its brand awareness in Uzbekistan.

Representatives from the Karakalpakstan Autonomous Republic and executives from the Uzbekistan Technical Metals Corporation (TMK), who participated in the business forum, raised the OSTİM model in their industrialization efforts. As a result of the discussions, contracts were signed with the Karakalpakstan Autonomous Republic on September 4, 2025, and with TMK on September 6, 2025.

On behalf of OSTİM Project and Technology Development Training Consultancy Services Inc., the contracts were signed by OSTİM Organized Industrial Zone Regional Manager and Uzbekistan Project Coordinator, Architect Adem Arıcı. In Karakalpakstan, the contract was signed by Xasanov Ulug’bek Kurbanbayevich, Director of Entrepreneurship Promotion of the Council of Ministers of the Republic of Karakalpakstan. On the TMK side, the contract was signed by Farhod Abdullayev, Chairman of the Board of Directors of TMK.

Industrialization of Karakalpakstan will be planned.

Within the scope of the budget allocated by the Uzbekistan Development and Investment Fund for the establishment and development of industrial zones in Karakalpakstan, the construction of an Organized Industrial Zone and industrialization efforts have been initiated.

Authorities in the Karakalpakstan Autonomous Republic have designated a 160-hectare area in the city of Nukus for the establishment of an Organized Industrial Zone.

Based on the statement from the Ministry of Industry, Trade and Investment of Uzbekistan that the OSTİM model will be used as an example in the planning of Organized Industrial Zones in the country, a decision was made to cooperate with OSTİM.

Architect Adem Arıcı met with Ermanov Farkhod Urazboevich, Prime Minister of the Karakalpakstan Autonomous Republic, and provided information about the OSTİM model and shared examples of Organized Industrial Zone (OSB) plans. Following this, the Karakalpakstan administration signed a contract with OSTİM for the establishment of an OSB and the industrialization process.

Under the agreement signed in Karakalpakstan, a feasibility study will be conducted for the industrial structure, future planning, and industrialization of Karakalpakstan using the OSTİM model.

Along with the master plan study for the planned Organized Industrial Zone, infrastructure implementation projects for the region, including rainwater, sewage, drinking water, electricity, natural gas, low-voltage, and road projects, will be prepared.

Another important aspect to be implemented under the agreement is the modeling of regional governance. Legislative work specific to the region will be carried out, and steps to be taken in the future will be prepared. Simultaneously, various efforts will be made to attract investors to the region, including organizing international meetings and business forums.

Arıcı stated that the planned projects would increase the region's investment attractiveness. Regarding the opportunities Nukus offers investors, Arıcı shared the following: “Energy prices are very favorable, and the region is located on an international highway that passes through Turkmenistan and extends to Turkey. There is significant potential in the region, particularly in the automotive and renewable energy sectors. There is currently no industrial infrastructure in the area. We will create an attractive region. We welcome both domestic and foreign investors.”

From rare earth elements to high technology

The Technical Metals Corporation of Uzbekistan (TMK) aims to enrich rare earth elements and contribute them to the country's economy as high value-added raw materials.

TMK, which contacted OSTİM based on the master plan and Copper Sector Feasibility Report prepared by OSTİM for Ohangaron Tech Industrial, also signed a contract with OSTİM.

The services to be provided by OSTİM to TMK under the contract are as follows: determining the concepts and preparing master plans for Organized Industrial Zones (OSBs) that will transform rare earth elements into high-tech products; preparing feasibility reports for the regions owned by TMK in Chirchik, Ohangaron, Samarkand, and Jizzakh; and preparing a comprehensive report on the present, future, and prospects of rare earth elements.

As part of the university-industry collaboration, the feasibility report will be prepared in cooperation with Fırat University and İskenderun Technical University, both of which work on minerals and rare earth elements.

Highlighting the importance of rare earth elements for high-tech manufacturing, Adem Arıcı said, “Rare earth elements are needed in Turkey by many institutions and organizations producing high technology, from electronics to defense and aerospace. We will also bring TMK together with OSTİM's high-tech manufacturing network in Turkey.”
