The aim of the SME Support Call for Order-Based R&D Projects is to transform solution proposals that meet customer requirements into commercially viable outputs through R&D by SMEs.
Within the scope of this call, R&D projects that can quickly be transformed into products and have high commercialization potential will be supported. In these projects, the supplier organization will carry out the R&D work, while the customer organization will commercialize the project outputs. The customer organization will contribute to the R&D costs of the supplier organization.
Supporting collaborative projects will increase cooperation and ensure more effective use of public resources allocated for R&D support. This process will also contribute to Türkiye's sustainable development.
The call, which is expected to encourage the emergence of secondary companies within client organizations, is projected to enhance the effectiveness of the national innovation system by directly contributing to the processes of knowledge sharing, dissemination, and product development.
Budget up to 30 million Turkish Lira
A customer and at least one supplier organization will submit a joint application to the call. While there are no sector or subject restrictions, market research and economic feasibility studies included in the project proposals are of great importance.
The total budget for projects accepted under this call can exceed 30 million Turkish Lira. The product or process development phase of the projects will last a maximum of 24 months, while the commercialization period will be a fixed 24 months.
The client organization will pay 40% of the project expenses incurred periodically to the supplier organization, and TÜBİTAK, after evaluating the expenses, will grant 40% of the approved expenditure amount to the supplier organization.
Patented technologies will be transferred to industry.
The Patent Licensing call, which aims to transfer patented technologies developed in universities, research infrastructures, and technopark companies to industry, will increase interactions between technology-producing organizations and their customers, and support the procurement of services. It will ensure that technologies protected by national or international patents create economic value through licensing or transfer.
Within the scope of this call, universities, research infrastructures, technology development zone companies, and technology transfer offices are defined as "technology provider organizations." Capital companies established in Turkey that aim to create economic value by acquiring technologies owned by these organizations and protected by national or international patents through licensing or transfer are defined as "customer organizations." Joint applications from both customer and technology provider organizations are required.
The Patent Licensing call will support the expenses and costs of the client organization related to acquiring technologies protected by patents owned by the technology provider organization through licensing or transfer methods, and to purchasing services for the implementation of these technologies.
Extra support for SMEs
Projects will be supported for a maximum of 60 months under this call, with a maximum support rate of 60% for large-scale client organizations and 75% for SME-sized client organizations. The basic support rate for the transfer or licensing of patents will be 25%.
An additional 10-15% will be added to the support rate if the client organization is an SME, operates in high-technology sectors, the licensed patent falls under one of the high-technology "IPC classes," or the client organization licenses or acquires at least two patents from one or more technology provider organizations.
For the implementation of patents licensed or transferred within the scope of the project, a support rate of 75% will be applied to the costs of training and consultancy services that the client organization will receive from the technology provider organization, and 60% for large-scale client organizations. The cost of training and consultancy services cannot exceed 25% of the total amount covered by the support.
