1. Export Preparation Phase

At this stage, there are mechanisms that will enable SMEs who are new to exporting or who do not have a regular export experience to become familiar with exports in order to make export a part of their commercial operations. State aid applications provided during the preparation phase are listed below.

MARKET ENTRY DOCUMENTS SUPPORT

OBJECTIVE: It is to support a certain part of the expenditures of the certification processes of the foreign market entry certificates obtained from accredited institutions and/or organizations in order to ensure compliance with the technical legislation regarding the environment, quality and human health.

MARKET ENTRY DOCUMENTS SUPPORT ELEMENTS:

Application and document review expenses, certification audit expenses, document usage fees for the first year, test/analysis report expenses, compulsory registration fees

How much support can be benefited from within the scope of Market Entry Documentation Support?

Expenditures on quality, environmental documents and signs showing the safety and security of human life, property and safety to be obtained from accredited institutions and/or organizations are supported at the rate of 50 % and up to a maximum of $250,000 per company per year.

OVERSEAS MARKET RESEARCH SUPPORT

OBJECTIVE: To support companies' overseas market research trips in order to create new export markets and increase our market share in traditional markets.

How much support can you benefit from within the scope of Overseas Market Research?

(1) Within this scope, expenses related to foreign market research trips carried out by companies engaged in industrial and/or commercial activities are supported at the rate of 70% and up to a maximum of USD 5,000 per overseas market research trip.
(2) The below-mentioned expenses of a maximum of two company employees are supported within the scope of a foreign market research trip.
a) Transportation: Economy class plane, train, ship and bus tickets used in international and intercity transportation, and car rental expenses up to 50 USD per day.
b) Accommodation: Accommodation (bed + breakfast) expenses up to 150 USD per person per day
(1) Up to ten overseas market research trips are supported per company per calendar year.
(2) A minimum of two and a maximum of ten days excluding the road trip is supported.
(3) During the foreign market research trip, at least one institution, organization or company resident in the research country should be interviewed every day, excluding the travel and the official holidays of the country of destination. Transportation and accommodation expenses are not supported for the days without interviews.
(4) A maximum of two foreign market research trips to the same country are supported in a calendar year.
(5) A foreign market research trip can be made in a single country or in a maximum of three countries.

REPORT SUPPORT

OBJECTIVE: To support the reports purchased by companies and cooperation organizations in order to create their overseas market entry strategies and action plans.

SUPPORT ELEMENTS:

Support is provided for the purchased sector, country, company or brand-oriented reports. Reports obtained through databases are also within the scope of support.

In order to support the expenses related to the purchased reports, preliminary approval from the Ministry must first be obtained. After pre-approval, an application for payment is made. Pre-approval and payment application is made directly to the Ministry and finalized there

What is Support Rate?

The support rate is 60% for companies and 75% for cooperation organizations, up to a maximum of $200,000 per year.

(1) Expenses related to financial and legal consultancy services for brand-focused report expenses purchased in order to create foreign market entry strategies and action plans of companies and cooperation organizations, 60% for companies , 75% for cooperation organizations, and a maximum of 200,000 USD per year. Supported up to $.
(2) Reports purchased within the scope of this article must be no more than two years old as of the date of payment document.
(3) In order to support the expenses related to the reports and consultancy services purchased within the scope of this article, preliminary approval must be obtained from the Ministry.

2. Marketing/Promotion Phase

OVERSEAS UNIT, TRADEMARK REGISTRATION PROMOTION SUPPORT

OBJECTIVE: To enable companies to establish their own distribution channels abroad and to carry out promotional activities.

Rent expenses related to the units (offices, stores, warehouses, showrooms, etc.) opened abroad by the companies, expenses related to the promotional activities they carry out in their target markets, and expenses related to the registration and protection of the brands abroad, for which the companies hold the domestic trademark registration certificate, are supported.

Supporting Unit Rental Expenses

The parent company in Turkey can open units abroad directly, as well as the company or branches operating abroad. In this case, there must be an organic link between the company abroad and the parent company in Turkey. The support payment is calculated according to the foreign partnership ratio. The foreign company must be opened after the establishment date of the parent company in Turkey. Rental expenses of foreign units to be leased by Cooperation Organizations are also supported. In the units benefiting from the supports, the products produced in Turkey must be marketed. The support period is 4 years per country . Companies can benefit from the support for a maximum of 25 units.

Rental expenses of industrial and commercial companies or companies or branches operating abroad with organic ties with these companies and units opened abroad by Cooperation Organizations, per each unit;

• 50% in case the opened unit is a store and up to a maximum of 120,000 USD per year,

• 50% and up to a maximum of $100,000 per year, in case the opened unit is a warehouse, office, showroom, product display greenhouse/field or department and a land leased to build on it,

Rental expenses of commercial companies or units opened abroad by companies or branches operating abroad, which have organic ties with these companies, per each unit;

• 40% and up to a maximum of $100,000 per year, if the opened unit is a store,

• In case the opened unit is a warehouse, office, showroom, product display greenhouse/field or department and a land leased to build on it, it is supported at the rate of 40% and up to a maximum of 75,000 USD per year.

Supporting Promotional Activities

Advertising, promotion and marketing expenses realized abroad for products manufactured in Turkey are supported by companies and Cooperation Organizations with foreign units supported within the scope of the Communiqué, at the rate of 60%, and up to a maximum of 150,000 USD per year for each country where there is a foreign unit.

Advertising, promotion and marketing expenses incurred by companies with a supported foreign unit for products produced in Turkey in countries where there is no foreign unit, provided that there is a domestic trademark registration certificate and a trademark registration document has been obtained in the country where it will be promoted or an application has been made for trademark registration % Supported at 60% and up to a maximum of $150,000 per year.

Advertising, promotion and marketing expenses made abroad for the products produced in Turkey by companies that do not have a supported foreign unit but have a domestic trademark registration certificate and have a trademark registration certificate in the country to be promoted or have applied for trademark registration, are 60% and the annual maximum Supported up to more than $250,000.

Supporting Foreign Trademark Registration Activities

The expenses of the companies for the registration and protection of their trademarks abroad, for which they have a domestic trademark registration certificate, are supported at the rate of 50% and up to a maximum of USD 50,000 per year.

Special Notes

• Firms can benefit from promotion and trademark registration support for 4 years.

• Support applications are made to the General Secretariat of Exporters' Associations, of which they are a member, within 6 months from the date of the payment document.

• Documents issued abroad are approved by the Commercial Counselors and Attachés operating in the relevant country.

• If the activities are carried out by a foreign company, support is provided at the rate of the company's partnership.

• In case the activities are aimed at the target and priority countries determined by the Ministry of Commerce on a sectoral basis, the support rate is increased by 10 basis points .

• In case the activities are carried out by companies with headquarters in the 4th, 5th and 6th region provinces in Investment Incentive Practices, the support rate is increased by 10 points .

ABROAD FAIR SUPPORT

AIM:

By supporting the participation of the companies in the fairs held abroad and the promotional activities carried out for the foreign fairs by the organizers authorized by the TR Ministry of Commerce, it is aimed to increase our exports by enabling our companies from all sectors and at all levels to enter international markets, to hold on to the markets they currently export to and to diversify their existing markets.

ELEMENTS OF OVERSEAS FAIR SUPPORT:

For the participation of companies and producer/manufacturer organizations in fairs held abroad; Support is provided within the scope of the support amount determined on a square meter basis by the TR Ministry of Commerce, based on floor rent, transportation, transportation and stand expenses.

The amount of support is determined by calculating over 70% for target countries and 50% for other countries.

Firms and producer/manufacturer organizations can benefit from supports up to 71,000 TL in general fairs, 107.000 TL in sectoral international fairs and 360,000 TL in prestigious fairs, within the framework of the amount determined on a square meter basis.

The promotional activities carried out abroad by the organizers assigned by the TR Ministry of Commerce for the purpose of promoting the organization of international fairs are within the scope of the support.

DOMESTIC FAIR SUPPORT

OBJECTIVE: To support the organizers and participants in order to provide the external promotion of the sectoral international domestic fairs determined by the Ministry and to increase the participation at the international level.

FAIR SUPPORT ELEMENTS:

50% of the invoice amount paid for the floor rent and stand expenses made by the participating companies within the scope of participation in the domestic fair is supported up to a maximum of 38,000 TL.

The promotional expenditures of the organizer companies abroad for a domestic fair are supported by 50% up to a maximum of 666,000 TL , and the promotional expenditures made in the country by 50% are supported up to a maximum of 222,000 TL.

ABROAD COMPANY PURCHASE SUPPORT

OBJECTIVE: To support the integration of our companies into value chains by acquiring companies located abroad.

SUPPORT ELEMENTS:

Expenses related to financial and legal consultancy services purchased for the purpose of acquiring companies residing abroad are supported. In order to support the expenses related to the purchased consultancy services, preliminary approval from the Ministry must first be obtained. After pre-approval, an application for payment is made. The pre-approval and payment application is made directly to the Ministry and finalized there.

What is Support Rate?

The support rate is 60% for companies and 75% for cooperation organizations, up to a maximum of $200,000 per year.

SUPPORT OF SECTORAL TRADE DELEGATIONS

OBJECTIVE: Organizing trade delegations under the leadership of cooperation organizations in order to increase our exports, find new markets, and contribute to the promotion of our country economically and commercially.

SUPPORT ELEMENTS OF SECTORAL TRADE DELEGATIONS:

a. Within the scope of transportation support, the expenses of economy class plane, train, ship, bus tickets used in international and/or intercity transportation and car rental costs for public transportation of up to two persons from a company/cooperation organization in sectoral trade delegations,

b. Accommodation (bed + breakfast) expenses up to 150 USD per person per day for a maximum of two persons from a company/collaboration organization in sectoral trade committees within the scope of accommodation support.

NS. Within the scope of Promotion and Organization Expenses, translation expenses, rental expenses of seminars, conferences, meetings and bilateral meetings, expenses related to fair participation and visual and written promotion expenses, public relations service expenses, transportation expenses of the products to be exhibited are supported.

Transportation and accommodation expenses of two persons (collaboration organization employee/delegation participant company partner/employee) assigned abroad within the scope of the preliminary committee, which can be organized by the cooperation organization to coordinate the activities in the approved sectoral trade committees, are supported within the limits within the scope of this article.

How much support can be benefited from within the scope of the Sectoral Trade Committee?

Transportation, accommodation, promotion and organization expenses related to sectoral trade delegation programs organized by cooperation organizations under the coordination of the Ministry of Commerce are supported at the rate of 50% and up to 100,000 USD per program.

In case the sectoral trade delegations are directed to the target and priority countries determined by the Ministry, the support rate is increased by ten points.

For sectoral trade delegation programs to be organized by cooperation organizations alone or together with other cooperation organizations, an application for approval is made to the Ministry (General Directorate of Export) at least 3 (three) months before the program start date, together with the application documents. In order for the delegation programs to be evaluated, the program draft and the estimated budget must be submitted to the Ministry (Export General

Directorate) must be submitted.

SECTORAL BUYERS' SUPPORT

OBJECTIVE: To increase our exports in order to invite importer company officials, representatives of institutions and organizations and members of the press from abroad, to hold bilateral business meetings with companies located in our country, to visit professional organizations, to see the relevant facilities on site and to visit fairs held in our country.

BUYERS' SUPPORT ELEMENTS:

a. Within the scope of transportation support, the expenses of economy class plane, train, ship, bus tickets used in international and/or intercity transportation, and car rental expenses for public transportation, for a maximum of two persons from an invited foreign company/organization in the procurement committees,

b. Accommodation (bed + breakfast) expenses of up to 150 USD per person per day for a maximum of two people from one foreign company/organization invited in the procurement committees, within the scope of accommodation support.

NS. Within the scope of Promotion and Organization Expenses, translation expenses, rental expenses of seminars, conferences, meetings and bilateral meetings, expenses related to fair participation and visual and written promotion expenses, public relations service expenses, transportation expenses of the products to be exhibited are supported.

How much of the support can be benefited from within the scope of the Procurement Committee support?

Transportation, accommodation, promotion and organization expenses related to the Buying Committee programs of the cooperation organizations are supported at the rate of 50% and up to 75,000 USD per program.

For procurement committee programs to be organized by cooperation organizations alone or together with other cooperation organizations, an application for approval is made to the Ministry of Commerce (General Directorate of Export) at least 3 (three) months before the program start date, together with the application documents. In order for the delegation programs to be evaluated, the program draft and the estimated budget must be submitted to the Ministry (General Directorate of Exports).
