In this context, the Communiqué on Dangerous Goods Safety Consultancy was published and with this communiqué, the procedures and principles regarding the qualifications, training and certification of safety consultants (TMGD), as well as their duties, powers and responsibilities were determined.

To become a Dangerous Goods Safety Advisor ( TMGD ); to have a bachelor's degree, not to be convicted of smuggling, fraud, fraudulent bankruptcy, forgery, abuse of faith, drug and arms smuggling, illegal human transport or trade, theft, bribery, It is necessary to have a certificate, to participate in the training of dangerous goods safety consultant in training institutions that have TMGDEYB, to get the certificate of completion of the training of dangerous goods safety consultant and to be successful in the exam to be opened.

Persons who participated in the training program of trainers within the scope of ADR organized by the Ministry before the Regulation dated 22.05.2014 and were successful in the exam can take the dangerous goods safety consultant exam, which will be opened directly, by being exempt from the course / training until 31/12/2015.

In order to become a dangerous goods safety consultant, it will be necessary for the holders of the Dangerous Goods Safety Advisor Training Authorization Certificate (TMGDEYB) to take the Dangerous Goods Safety Advisor training and as a result, to take the exam organized by the Ministry. TMGD training is given on the basis of the current legislation on the corrosion of dangerous goods, international agreements and conventions to which we are a party, and EU acquis regulations.

According to the regulation, each training program can have a maximum of 20 trainees. In trainings, the duration of each lesson hour is 50 minutes, and the daily lesson program cannot be less than 3 lesson hours and more than 7 lesson hours. Continuation in education is mandatory. The curriculum of the trainings to be organized will include the following course topics:

National legislation and international agreements and contracts regarding the transportation of dangerous goods, classifications of dangerous goods (classification procedures of solutions and mixtures, structure of the list of dangerous goods, classes of dangerous goods and the principles of this classification, structure of dangerous goods transported, physical, chemical and toxicity properties of dangerous goods, etc.) , general packaging, tank and tank-container rules (type, code, labeling, construction, initial and periodic inspection and tests), marking, labeling, rules for attaching warning signs and orange plates, information about transport documents, shipping method and restrictions on shipping ( full load, transportation in bulk, transportation in medium-sized containers, transportation in containers, transportation in fixed or detachable tanks), rules regarding the transportation of passengers, prohibitions and measures regarding mixed loading, rules for segregation of dangerous goods, quantities of transported materials Limitation and quantity exemptions, handling and stacking rules, cleaning or degassing rules before and after loading, documents that must be kept in the vehicle (transport documents, written instructions, vehicle approval certificate, driver training certificate, special permit etc.), in traffic driving and parking rules of vehicles, traffic legislation and restrictions on dangerous goods transportation, rules for evacuation or intervention to leaks that may occur during this process, requirements for transportation equipment, preparation of safety plans for the operation related to the transportation of dangerous goods, informing about the accident, causes and types of accidents and reporting these accidents, the procedures and principles of preparing annual reports to be prepared for businesses.

Hazardous material safety advisor exams will be announced on the institution's website (www.tmkt.gov.tr ) at least 60 days before the exam date. Examinations are determined by the institution and administered by the Ministry of Transport. TMGD exam is held at least once a year.

In order to participate in the exams; For Turkish citizens, copy of identity card with Turkish identity number, passport copy for foreigners, notarized copy of the document showing the education status for foreigners, a certificate of completion of dangerous goods safety consultant training, a document from authorized firefighting training centers showing that he has attended practical firefighting training. An application is made to the Ministry with the submission of the original or a notarized copy, the receipt showing that the exam fee has been paid.

TMGD exam is done in written form in accordance with ADR/RID, within the scope of international agreements and contracts. The exam is evaluated out of 100 points. At the end of the exam, it is necessary to get at least 70 points in order to be successful. The use of documents other than the relevant international agreement/agreement documents regarding the transportation of dangerous goods is not allowed in the exams. It is the candidate's responsibility to keep the updated versions of the documents in question during the exam. The international legislation in question may be in Turkish as well as in English, French, German or Russian. However, the exam is held in Turkish. The exam consists of a test or case solution with open-ended questions. The exam includes the topics given in the training content. Exam results are announced on the website of the Ministry within 15 working days at the latest following the exam. If an objection is made to the results, it is made by applying to the institution with a petition within 10 working days following the publication of the results.

Those who fail in their exams are given the right to take the next 3 exams starting from the next exam period. The re-joining of TMGD training programs for those who are not successful in these exams, will have to pay the exam fee again.
